The cover is autographed by the first editor Hugo Gernsback (1884--1967):

"Rick Norwood" is probably User:Rick Norwood and Rick Norwood (1942--).

The issue has scifi stories by H. G. Wells (1866--1946), Jules Verne (1828--1905), and Edgar Allen Poe (1809--1849)---all reprints, except maybe Wells'---Poe's was probably out of copyright.

The cover art seems to be Saturn with the rings of Saturn natch. Yours truly would guess that we are on Enceladus with Mimas looming in the sky. See Wikipedia: Moons of Saturn. There are larking furry humanoid ice skaters and, improbably, sail-steamship hybrids stranded on ice mountains---at a wild guess, The Narrative of Arthur Gordon Pym of Nantucket (1838) by Poe.
